The Duluth City Council unanimously approved an African Heritage Commission this week at a time of great turmoil in the state. City Councilor Janet Kennedy talked about the goals of the new commission. And the St. Louis County Board heard hours of testimony this week on refugee resettlement in the county, before ultimately tabling the measure. Board Chair Mike Jugovich talked about the great divide in the county over the issue.
